Option to Provide Feedback When Rejecting Content in Moderation

Vendors should have ability to update the role and add multiple administrators
Vendors should be able to update user roles and add multiple administrators. Currently, only the Restricted Super Admin can view all projects. For the Manager role users, they need to be added each time a new proposal is created in the vendor instance. If a user is not added to a proposal, they cannot view the new proposal.
