Whenever we go to answering page of a project, the Recommendations panel opens by default.
Currently there is no setting to keep this panel collapsed by default.
Customer asked this in ticket #64928. I have also thought of this idea in the past.
Such a setting can be placed in My Account > Preferences > Display - just like we have a default setting for Project Landing Page.
