Request Projects IVs/Responders need to be able to duplicate invites on their own
IV's and Responders should have the ability to duplicate projects for multiple submission without needing to go back to the issuer to have them create an additional invitation. This is a parity item from 360 that we brought up upon the original creation of multiple invitations.
