Bring Back Previous Additional Primary Contact Field

Previously, in the classic UI, there was an Additional Users field alongside the Project Primary Contact field. This field was removed with the New UX. My client, Husch Blackwell, has a very specific use case detailed in ticket #59852. We are requesting to bring this field back.

Not every user needs to be a PPC, but they might still benefit from receiving notifications and updates about the project and they are interested in this for reporting purposes. Additionally, this field could support roles like authors or reviewers who are actively involved in the project.

@catelyn We made this decision to remove additional primary contact from the new experience based on the feedback we received from broader set of our Customers. Functionally and even in the UI, there is no difference between the two. Hence, it did not make sense to have separate fields that function alike. Bringing back the additional primary contact field is not possible in the new experience.

Also, pleae refer to this another S4 to bring back additional primary contact and we have marked as "Will Not Implement"
