On Demand Reviews shouldn't block the regular SMEs from making edits

Prime Therapeutics encounters situations where an on-demand review is created, but other SMEs assigned to the regular review cycle require edits. When an item is in the on-demand review phase, it becomes locked, preventing updates to the content. They would like to retain the ability to update content that is currently undergoing an on-demand review.

@Pablo Ojeda The Q&A pair shown in the image is sent for on demand review for some other user. I am the owner of the Q&A pair. After sending the Q&A pair to on demand review, I am still able to edit the Q&A pair in review queue. May I know why the customer is not able to edit the Q&A pair if it is sent for on demand review?
