Option to restrict Owner's ability to edit the owner while editing a record

FIS is requesting the option to limit assigned question owners from being able to edit the owner.

At present, when a role has “Edit Content” permission set to “Access Assigned,” while users can only edit the QA pairs assigned to them, the system does allow them to edit the owner. FIS would like to separate the option to edit content from the ability to edit the owner as well on the respective Q/A pair.
