Allow Super Admin/Admins to Edit review and sync to Library

Summary

Enable Super Admins/Admins to edit a record while it is in Review and have those changes immediately reflected in the Library, regardless of whether the Owner has completed their review.

Current Challenge

At present, updates made during the Review stage cannot move back to the Library until the Owner completes their review. This creates unnecessary delays and operational bottlenecks, especially when urgent updates are required or when the Owner is unavailable.

Requested Enhancement

Allow Super Admin/Admins to edit records in Review.
Provide the ability to sync/publish those edits directly to the Library without waiting for Owner completion.
Maintain proper audit history for transparency.

Impact

This enhancement would reduce dependency on Owners, improve efficiency for admin teams, and ensure the Library remains accurate and up to date.

@klain Super admin or admin have the ability to complete the review on behalf of other owners while it is assigned to them if they are not available. Updating the new content in library while it is in review (Not completed by owner) will not be a recommended solution. If any content has to go immediately then please suggest the customer to use on demand review. Thank you!
