Option to prevent guest user from making edits in project answer

When sending questions in a project to a guest user, there should be an option to prevent the guest from making any changes in the answer and be able to only add comments. This is basically like a view permission and edit permission.

This is so that the guest's inputs are vetted before it goes into the answer. Or else, the guest could spoil the current answer (if there was already an answer made by an inside user).

This was suggested by a customer in ticket TKT-211381.

1. Do you know what Guest's role is when guest is shared a question with answer?
2. Workaround 1: If the Guest need to provide comments for an existing answer, customer can set the expectations with the Guest user to use comments instead of directly adding / updating the answer.
3. Workaround 2: Another way is to add a label to the questions assgined to Guest. The label can have instructions to Guest.
