Multi-Language Question/Answer Organization

Can someone help recommend best practices for this scenario? My company has questions that are asked in different ways depending on the country including in different languages. To ensure proper updating/reviewing by the appropriate owners, should alternate answers be used here and all owners assigned, or a separate pair per language be assigned to the corresponding owner and then leverage tagging/collections?

In this scenario, I always recommend having each Q&A pair be separate so that there isn't any confusion on ownership or updates. It is also easier to filter content by a custom field indicating country/ language vs trying to sort by the Response Header. You can link each Q&A pair together so there is a notification if one gets updated!
