Use Case: Deactivated users that were owners to content cannot be removed completely or reassigned via bulk action.
Currently, if there is a group of owners assigned to content and they only want to remove one owner that is deactivated or no longer with the company. The system only allows you to do it one at a time manually the bulk feature only allows you to reassign and they do not want to reassign as there are already other content owners assigned.
They just want to remove the "one" owner from that content using bulk action versus manually going to each question to remove them.
