What are some best practices for tags?

I have a lot of content that I need to organize and I want to understand the best practices for tagging the content to get that process started.

Am I able to use more than one tag per q&a pair? Is there a certain limit or can I use as many as I want? Can everybody create and use tags or can we limit it to just one admin?

Something to keep in mind is that while you are able to add multiple tags to a piece of content you want to try and avoid using more than three at once. Too many tags will create diminishing returns in your searches.
