As it stands now, the document library tags and answer library tags are separate and do not operate from the same list. In responding to a client question on this matter, I also found that the toggle under preferences for creating tags in the Answer Library has an impact on the document library though it isn't addressed in the help text.

If the create tags feature is disabled, you can only choose from a list of tags that are actively in use in the document library. If enabled, you are able to create/add on the fly but you must refresh for your new tag to be available from the % list. If you delete the only listing of a particular tag, and then refresh, that tag is lost from being a choice when using %. It will have to be recreated and applied once, then refresh, to be available again from %. It's not ideal for clients with a locked down tag structure as they build out or curate their document library.
Is it on the roadmap to have a more robust document library tag system with more permanence? In the meantime, can we add additional language to the org setting toggle for creating tags? Or create a separate toggle for document library? It's confusing that it's specific to creating tags in the the AL, but has an impact on DL, even though the lists are separate.
