Hi team
If I have a number of records under review, while I can make changes to them individually (of course!), I can't make bulk edits such as adding a tag, changing the owner etc.
However, the system does not stop me performing a bulk edit and it even suggests it was successful, but no updates to the 'in review' content took place.

Point 1 - Should we allow bulk edits to content under review (I don't see why not - I can think of several use-cases)?
Point 2 - if not, then the bulk edit option shouldn't be accessible
