1) Current state:
- Authors/Reviewers can 'Mark as Complete', 'Submit for Review', or 'Complete Section', even if some Questions have not been Answered.
Enhancement Request:
- If Questions are made "Required", then Authors/Reviewers should not be allowed to Mark as Complete until all assigned Questions have been 'Marked as Answered/Reviewed'.
2) Current State:
- When a Admin/Manager/Project Primary Contact Marks a Section as Complete --> The reporting does not count the questions answered towards the Assigned Author... Instead, the reporting counts the answered questions towards the User who marked the Section as Complete.
Enhancement Request:
- Update Project Dashboard (Overview) to include a new report showing "Completed Work by User", for example -
** Author-1 responds to 3 questions and has 'Mark as Answered' on all 3 --> Report would show that this user has Answered 3 questions.
** Author-2 who is assigned to the same 3 questions did not respond to any, but Marks the Section as Complete --> Report would show that this user has Answered 0 questions.

I got the requirement, but would like to understand the problem.
- Do they face issue because they couldn't have the visibility that authors have been assigned to the questions but they do not know how many questions have been answered by the author within the section.

Thanks for your response here.
For this client in particular, these are the main issues they are facing:
- They do not want to allow Complete/Submit Section, if there are Required Questions left unanswered. They'd expect 'Mark as Answered' to be toggled on, for all Required Questions before being able to Complete/Submit Section.
- They feel the current reporting does not provide a correct representation of Completed Work/User Productivity to the proper users. For example: The User who actually responded and 'Mark as Answered' vs. The User who marks 'Complete Section' but did not actually write responses. In this scenario, they'd expect the attribution should go to the User who actually responded and 'Mark as Answered'. I think there is not a clear report that specifically represents this in the Dashboard.
- The client is also looking for more options in the Project Preferences, to gain more control over their Project Workflow by setting this up in the tool rather than in their internal SOPs. For example: Being able to limit Authors to only 1 "chair", so that their org cannot have multiple Authors assigned at a time. This is simply their preference in how they'd like to use RFPIO... but there is no such control setting available in the tool.

Make sense, I agree that if there are required questions to be answered, right now we were able to submit the section for review even though questions are required to be answered. We will analyze more than usecase and add it to our road map items.

Just to clarify for this S4 request, will all 3 items be in consideration:
Required Questions Unanswered > will not allow Submit/Complete
Project Dashboard showing Productivity > Attribution should go to the User who actually responded and 'Mark as Answered'
Additional Project Preferences > have more options to control Project set up (i.e. limit # Authors)
