Improve Visibility into sent notifications (Pending Notification Queue + Nudge)

Update the Pending Notification Queue to display not only new, unsent assignments but also historically sent assignments/notifications. The notification queue should accurately reflect pending & sent notifications.

Here is a recording from a call with State Street, wherein they describe the issue they are experiecning wherein they have no visibilty into whether they sent an email (a sent pending notification or a nudge)
