Update Privacy, Usage, and Review

Prime Therapeutics is requesting an update to the recent feature that allows metadata to be updated while content is in review and to reflect those changes in the live version.

They would also like to update settings in Privacy, Usage, and Review to change review dates while content is locked for review.

@sathish s They would like to change owners or review dates while the content is locked for review. Some times the owner leaves the company or they would like to reassign it.

@Pablo Ojeda In this case, I would recommend them to do it before the content goes into review queue (The owner should be liable to transfer their responsibilities) or they can very well cancel the review and do it which does not anyways going to disrupt the process.
