I'm not sure if I'm missing anything here but I vaguely remember that when the user clicks the open field Tags (while responding to a question in the projects module), it used to populate relevant tags for consideration so the user can take advantage of it.

Sorry for the delayed response. I believe there is a bug related to the tags not suggested in the projects which we fixed few months ago. Can you please check and let me know if you are still facing the same.
