This is to ensure that even before the users are made as authors / reviewers they should be notified that they are assigned under the project, and also to be able to review any documents attached at the project documents tab.

I would like to clarify on one part this is not based on the role. If any users is added in the project. The user should receive an email that he is added into the project. Please correct if I am wrong.

Yes that is correct, irrespective of their roles any user when added to a project should get a notification email.

While I understand why this is being requested, sending a notification without any task, or instructions for what the user is supposed to do with the notification can be confusing. Might work for this customer. But not ideal for other customers. I would prefer a Gmail's "Email guests" type option where the admin can notify and add a message.
