When public RFP's are enabled and auto-invite is not enabled, project owners are not getting email notifications that IV's are attempting to access the project and fill out the questionnaire.
Work around is project owners have to focus on the project and check the manage responders tab to ensure there aren't any new vendors who need permission to access the questionnaire
We need email notifications sent to project owners to allow or not allow IV's during public RFP's.
