This is coming from Optum. They have more than one person reviewing a record, and in the event that multiple people edit it, there's a chance that the second person undoes the first person's changes. They want the edits that one user makes to be visible to another user in review.
Another approach would be to have a side by side view, like in moderation, with highlighted text.
