All users content to go through moderation, with the exception of some roles

Hi Team,

Idea from Computacenter. I don't know how feasible this would be as it would be disruptive to other customers, but they would like a way to have all users' content go through moderation, and just have a couple role be an exception to that. This is the opposite of how it is built currently.
