To create separate questions if the parent question has a response while creating QA pairs.

We got an enhancement request from Sasha Spektor, PS Team.

When generating QA pairs with the import option, the document includes a parent question and its sub-questions. If the parent question has its own response, it should be created as a distinct question, rather than combining the parent and sub-questions into a single question separated by a semicolon.

Question number 18.8 from the attached document would be a great example.
In this case, 18.8 should be with the Response "Yes" as 1 QA pair and 18.8.1 with the rich text response as another QA pair.
