When you first land in the mapping screen, there is no indication what hte user is supposed to do next. Why do we not show the markup toolbar by default. At least that would give some hint. We can show the toolbar with the buttons disabled OR if they attempt to click it say “please select text you want to markup”. Anything that would make it clear to the user what they are supposed to do
