AI to have section level filter, rather just the one present in the project settings.

This request is from Ciena and Juniper Networks.
If different sections need to have different filter conditions, it becomes difficult, since we can specify filter conditions only at the project level.
These customers have different product lines organized in the library by 'Product' custom field.
So, they want to specify filter conditions at the section level, including the option to specify custom field values.
