Enable the recommendation engine pane remember if user selects to expand or close the pane.

If the recommendation pane had the ability to remember what the user selects so upon each log in they are not having to close the recommendation pane. So make it (Sticky) If the user closed it upon their next log in leave the recommendation pane closed.
