Ignore Cell Import

Currently when you choose to ignore cells when importing it doesn’t seem to affect what is imported. This causes confusion because users think they still need to answer these questions.

Fiserv has requested more clarity on how ignoring cells is supposed to work and would like it to truly ignore those cells in the import.

@Helene Halliday Can you point me to the project in Customer instance to check? Or if you have screenshot or recording, please share, so that would help me to better understand the issue.
