Retain 'Reviewed' status, upon reopening the section

If a user has to Reopen a completed Section, all previously 'reviewed' responses are cleared of their 'reviewed' status.

The query in client's words is

We often have to reopen sections or revert the 'Submit to Author' status. In doing so, it clears ALL the reviewed questions and they have to re-reviewed one by one. Total pain and completely unnecessary. Can you please NOT clear the question reviewed status? OR Can you think to simply develop a feature to allow the user to click a checkbox (clear reviewed status or retain reviewed status)?

@GS Karthika Makes sense and re-reviewing it again involves time and cost. We will think through on how we can streamline this process in future.

@khalees The client ESKO has also asked us if we can retain the review status upon reopening the section.

Why they need this change:

There are many examples where we need to re-open a completed section, eg. to correct a mistake. We should NOT have to manually re-review ALL questions inside the sections once re-opened.

Suggested change:

I suggest for you to just add a preference at the system or project-level, to allow the re-open of a section without clearing the ‘reviewed’ status for each question within (unless a user chooses to go into a question and make specific changes).

@Karan I understand the need. We will not be able to prirotize it as we are currently working on other commitments in the roadmap.
