Able to Edit Asset in Review Tab of Content Library

Requirement from Evernorth in their own words:

"The users should only be able to edit content if they are not the owner. They should not need to cancel the review cycle to make the edit then add the review cycle back to the asset in order to make an update. This is very time consuming and not practical."

We requested that they enable "CCL" under org settings under the role in order to allow the user to edit the content in review, but Evernorth believes that this was a recent change and that they should revert to the previous behaviour without allowing users to access CCL through org settings.

This is an important request from Evernorth since they want to restore the old behaviour of allowing users to alter the contents in review simply by providing them edit access to the contents in roles but not allowing them to give access to the org settings.

Hyland mentioned the same thing. They want to be able to edit a Q&A pair in the review tab without having to cancel the review. Would it be possible to create a custom role permission that gives users the ability to override a review? That way they can make an edit on say, a typo, while still having the record stay in review and having the changes reflected in the CCL.
