Implement 'Owner' as mandatory field in Q&A

They would like to have the Owner field to be mandatory because as per their internal audit's recommendation to have the 'Owner' field in Q&A as mandatory. The theory behind this is, as an extra step/check on top of moderation, to prevent Q&A from ending up in the answer library without an owner.
