The client has requested to have the Use count increase only when the response is either copied/applied.
Client response:
Used Count is a critical statistic for content health, we must be able to rely on the data at Project & Answer Library level.
I think the logic can be tighter, for example:
- Used Count should only be affected if the Apply or Override buttons are used. If users are copy/pasting answers from recommendations, further training is needed.
- Used & Edited should only applied when >30% of the stored content remain
Right now, we have no faith in any aspect of RFPIOs reporting so we're unable to base decisions on data.

I can provide a use cases as to why it's valuable to have the use count increased via copy/paste from the Recommendation Engine & Content Library. For example: for clients with more narrative style responses, a user may need to use only a portion of that response (perhaps they are responding to an email or slack, etc). Having the use count increase allows the user to copy only the portion of the response they need, and have it reflected that that content was in fact used. I have multiple clients that rely upon the use count increasing in this way, and removing it would be incredibly detrimental to their workflow & reporting metrics. I'd be happy to discuss this in more detail but wanted to offer a different perspective on this S4 request.

User count increase upon copy/paste is the intended behavior which helps multiple clients track their content usage across multiple applications. It is understandable that it may not help us to track precisely where the Q&A has been pasted. However copy/paste is still counted as usage of the content.
For the above reasons , we are not going forward with this idea. We really appreciate your efforts.
