It looks like when a user who is not an admin uploads a document, they don't have the opportunity to edit the properties at all. The document doesn't go into moderation, so no administrators have the chance to review the document and add those missing properties. Document upload should then either go to moderation, like a Q+A pair, or allow users to edit properties. Ideally both would happen, so users can't just upload whatever documents they like without any oversight but the admin doesn't have to fill in all the properties.
Since users can now upload documents without adding in these properties or having them go through moderation, there are now documents that have no oversight in the document. This defeats the purpose of moderation and in my opinion, defeats the purpose of limiting a user's rights. They now have more freedom to add content, rather than less. It adds more work to the admin.
Requiring this information or sending documents through moderation would correct this. Documents should follow the same process as Q+A pairs.
