Hi Deepan,
I believe the thought process is that it's a way to prompt users to not save content in the AL if perhaps they didn't search before writing an answer. A ton of clients really struggle with keeping their AL clean from duplicated content even with moderation. Could be implemented as an organization level feature that can be turned on/off based on the company needs.

We have this option in the org level but it can be overriden at the question level as well. Kindly refer to the below screenshot highlighted in yellow.
