PROD-I-1169 Users want to mark Overdue QA pair as favorites in CCL

As per current application behavior, review overdue QAs are non-editable in library (edits/changes will reflect only upon completing the review) while this seems reasonable, users are not able to mark the QA pairs as their favorites too.

Users have requested to change this functionality more usable. Marking a review QA pair as favorites is needed as it doesn't make any changes to the content technically and it depends on the individual(view)

Hi Team,

I wanted to plus one this request. Microsoft brought up the same issue. It is a feature parity issue and a top issue for them in moving to the new UI. To be clear, they plan on moving to the new UI anyway, but this is a blocker.
