People are able to assign an exact reviewer in on-demand review but not in scheduled reviews which does not make sense. When you want to parse out the work you want to be able to give each of the members of a team a few questions. The whole team may own the question.

Hi Kristen,
In Scheduled review the owners will be reviewers, So we will be not able to add reviewers to the content. You can only add them as owners to get the work done. We understand the use case of having temporary reviewers to get the work done. We will discuss with the team and get back to you on this.
