As of now, documents only go into moderation when they are uploaded as net new documents. I have a client who would like documents to go into moderation when a current or one that already exists in the library is either edited or a new version of it is uploaded. Which through my testing, this is not the functionality and therefor document moderation doesnt have the same functionality as Q&A pairs do for moderation.
