Hi team,
I was on a call with a client yesterday (Quadient) and got on the topic of notifying content owners when they have content in review. She was hoping to be able to select who to notify when sending a message to the owners, however, it looks like all owners with content in review get notified.
I also expected to be able to select the check box on the left hand side of a question, select notify owners in the menu, and then it only notify those owners who are in the selected question(s), but it still seems to notify all owners. Video is below.

Is this expected behavior? From my client's perspective, she would love to be able to remove certain owners from the pre-populated list when notifying the owners.
