Optum is looking for more thorough duplication of their projects: comments and tags included. Given that tags and comments could vary in use from client to client, this could be presented as an option - to carry over or not to carry over comments, tags.

Kendall's S4 about carrying over flags-
Cigna has requested that when leveraging the Duplicate Projects feature, questions that have been flagged maintain their flags upon duplication. Currently, once you duplicate a project, the system strips the questions of their flag.
This is pertinent to their use case as they flag responses that need to be customized specifically to that bid. When the flags are stripped, they have to go back through the questions and manually determine which ones need to be edited. Joshua believes this would cut their time in half when responding to these types of bids.

Flags and comments are used to help understand where certain responses need further review for customization, and the details of what sort of customization should be necessary.
