This has come up recently for Optum and Diebold Nixdorf.
Both organizations use SMEs to keep records up to date. However, they only want their SMEs to be able to update the content, not the metadata, not have the ability to delete it, or anything else with the record. Besides having the SMEs maintaining the response, these organizations use content managers to make decisions about content organization, wether a record should be deleted, and so on. This is especially problematic when SMEs make changes to the record, but not to the response. Even with Moderation enabled, these impactful changes go unnoticed (meta data changes aren't moderated) until a problem has been created.
Alternatively or additionally, we could extend the function of moderation to include ANY change to a record. Therefore if an owner tries to delete a record (or metadata change), that decision can be moderated first

BlackRock has also just requested something similar - they specifically asked that moderators be alerted of any changes (not just response edits) and deletes.
