Guest Permissions - Optional Restriction

Details:
The customer has requested the ability to, at the point of guest user assignment in a project, selection options for the guest to have full guest permissions as they exist now and a slimmed down variant where the guest can only use the comment feature, but not edit content.

They want this for their internal users, who are prone for late-stage edits, when they'd rather the edit suggestion come in the form of a comment rather than the edit actually being applied.

There if any text editing feature should be considered for retaining it would be the annotation/comments + internal options.

@Ian Bartlett Can we recommend this workaround

1. While assigning a section to guest enter the instruction in the message field. Ex: Do not edit the answer. User only comment feature to give your recommendations.
2. Inform guest to use question level comment feature to add their suggestions and recommendations

This way guest will not edit the answer. This can be an interim solution.
