They are heavily using lengthly alternate responses within their content library. This requires users to extensively scroll through all the responses to find whether or not there is a response they can use. Having the alternate responses collapsed by default so they can see the response header only would help in quickly identifying whether there is a response available to use. In their specific case they have state or product specific responses.
I grabbed this from their submittal via RFPIO.
In a Q/A pair it takes extensive scrolling to know if there is more than one response or to get to other responses. It would be very helpful to have the option to have a pair have all responses collapsed or option to collapse since it has multiple responses.
