This is in reference to [TKT-217991] Proposal Builder Publishing and Merge Tag Issues
Vision Service Plan (VSP) would like to use Proposal Builder solely to populate merge tags and generate documents, without including Proposal Builder sections.
Desired Workflow
-Import merge tag values (via file upload or automated population).
-Generate/export a document with merge tags populated.
-No section selection or content assembly required.
Current Limitation
Proposal Builder requires at least one section to be added before document generation and does not support a merge-tags-only workflow.
Enhancement
Enable a merge-tags-only document generation option that allows users to populate merge tags and generate a final document without requiring Proposal Builder sections.
