As per the current system design, the “performed by” field for queued email notifications shows the user who originally enabled the scheduled notification within the organization settings. This causes confusion for the recipient of the notification.
Client's expectation that these items would appear to be sent by the person who scheduled the notifications to be sent in the Project (or the Project Primary Contact.)
