Enhance Past Project Search visibility and filtering - TKT-212598

Description:
Currently, Past Project Search visibility is restricted based on user permissions, requiring users to have access (or be assigned) to projects in order to view them under Recommendations. This limits the effectiveness of using past projects as shared knowledge across teams.

Additionally, there is no option to filter or search for specific past projects at a granular level.

Request:

Allow all users to view Past Project Q&As under Recommendations, regardless of project assignment (optional setting at org level)
Enable more advanced filtering options, including the ability to search or select specific past projects

Impact:
Improves knowledge sharing, reduces manual workarounds (like assigning users to all Q&As), and enhances overall usability of Past Project Search.

Allow all users to view Past Project Q&As under Recommendations, regardless of project assignment (optional setting at org level) Khalees: If a user need to search for answers from a specific past project, user has to be explicitly given access to that project by the project's primary contact based on the user's permission. For example, if a user is a team member/member user with access to only the project user is part of - Then the user will be able to search only from those project and not all projects. So we have to recommend the customer that this is the current behavior of the system with respect to compliance and security of the projects.

Is it possible to extend the possibilities on this level? We would need to be able to filter for specific Past Projects on Project level. Could you please ask around, if this is in development, as we already have given feedback regarding this."

@Preethi K We will not be able to provide access to all past projects to all users without any guardrails. Permitting user to view all past projects beyond the user's permission is like a back door access. Hence, we will not be able to implement this.
