Apply to this project’s users - Recommendation Metadata Preferences to All Users & Global Visibility

Current Behavior:

• If User A has set preferences, User B cannot override them using “Apply to this project’s users.”
• If User A has not set preferences, User B can apply them to other users.
• The button does not currently apply a set of metadata preferences to all project users automatically.

Requested Enhancement:

1. Allow “Apply to this project’s users” to apply defined metadata preferences to all users in a project.
2. Introduce a global setting to automatically enforce recommendation metadata visibility for all users.

Client Use Case:
The client wants tags under Recommendation Metadata to always be visible and applied for all users to ensure consistency.
Please make 'the global setting' option availability, the second point a priority.

@GS Karthika @steffi Changing the current behavior of "Appy to this Project Users" is not in our roadmap.

Need more details for the below ask - What metadata is not applied?
