Moderation nomination

Prime Therapeutics is requesting the following enhancement.

They would like to allow writers (Authors) in a project to nominate questions to Moderation and select whether the information is new or an update. They don't believe the system does this well so they would like the manual option.

@Pablo Ojeda As of today, the only option is to turn on the "Save to Answer Library" toggle and if the moderation is enabled the QA from project will be queued in moderation. But we do not support other asks - Determine what type of update is - New or Update. We will consider it for future.
