Ability to add new Sub-Sections to Proposal Builder

Client D-Wave is requesting the ability to add a sub-section to a proposal. While users can currently add new Sections manually, there isn't a function to create or specify Sub-Sections. To improve usability, we should add an option that allows users to:

• Convert an already created Section into a Sub-Section.
• Create a brand new Sub-Section beneath an existing Section within a proposal.
