This request is from Hyland, and I see a use case for all larger clients, both MM and Enterprise. They want to be able to restrict access to Search Past Projects to a limited group of users.
These users would be allowed to bring content back into the CCL correctly and would know to get it updated, etc. They would also be power users who would be able to determine if the content does need to be in the CCL or if it's highly specific and needs to remain with the past project.

I was one a user group meeting ran by clients and this came up. About 15 users all agreed that having the ability to restrict access to this by role or user would increase the adoption of the functionality.
