Turn off notification for new project team members

In the March release, a new notification feature was added: "New users added to a project from the Project Team tab now receive a welcome email to keep them informed and support smooth onboarding".

This feature sends an email notification, but there have been reports that this also triggers notifications when unarchiving projects or creating new projects from a project template.

Currently, there is no option to turn off this notification as it goes out even if all notifications are turned off.

MFS Investment is requesting an option be added to the org settings as a notification that can be toggled off.

Dayforce has also requested this

@Pablo Ojeda We will improve the current workflow to send notification only when a user is added from the Project Team tab (Add Users > Existing Users).

@Pablo Ojeda We have done the following modifications

The email with subject "You have been added to a Project!" will now be triggered to users only when the user is added into project in the Team tab.
The same email will not be triggered when assigning sections or questions to authors and reviewers

This change will be available in production on May 29th
