Today, only when a response is edited/published, will the "updated" name change. However, the user name under "updated" will change for any activities done on the QA pair. Because of this, we see name/date mismatches that are not clear to the user and appears that something is wrong with RFPIO. See screen shot and ticket.
The confusion is that it is not clear that the user name and date may not be related to the same activity.
Recommendation: Both name and date should be for the same update. Or better explanation that "updated" means something different if you're looking at a user name versus the date.

Full agreement with the post. Having a mismatch as it stands will lead to confusion and devaluation of surfacing that more detailed metadata on the Q&A card. Ideally, the 'modified by' item will only identify the last time there was a substantive change to answer/question content and who-by with date alignment. Metadata changes (i.e. new tag or new collection) should ideally not change who is listed. In the example shown, the metadata on the Q&A card shows the wrong user for the substantive update.

I would agree with this as well. However, for several of my customers, they want to see the updated by correlate to all updates (including metadata) counter to what Ian mentioned below.
