When working a section description, applying an answer from the Recommendation tool does not pull in the attachment if there is a document attached.

Use case: NRG creates manual sections in a project to add licenses and forms that are stored as documents in the library. They would like to use recommendation tool to pull in these documents along with the answer into the section description.
